Distance Learning
COSER 408.010
Distance Learning (DL) provides education services to subscribing school districts by linking the faculty member and expanded resources with students at remote sites. The teacher and students in a classroom can interact visually and speak with the students in remote schools, plus send or receive data. Low enrollment courses, important to students, can more readily be provided if additional students are added to the class at remote sites. College level courses are available during the day and evening for high school students as well as adults, without having to commute to a college campus. In addition to the enriched curricular offerings that are available to the students at each participating school, there are expanded opportunities for committee meetings/conferences, staff development and community offered courses utilizing the service, while sharing expertise among school districts. Video conferencing capabilities are included in the service. Electronic virtual field trips are available to enhance and enrich curriculum. Opportunities are available for every grade level and all curricular areas. (BOCES Aidable)
St. Lawrence-Lewis BOCES Videoconferencing Service
Video conferencing support base fee includes support for video conferencing. This includes maintenance costs and support of individual needs (i.e.: setup for students on medical leave). Video conferencing will also be used to expand the traditional distance learning opportunities by allowing a district to send or receive two or more courses simultaneously. Real time instruction can be provided to students unable to attend school.
In addition to the enriched curricular offerings, there are expanded opportunities for committee meetings/conferences and staff development utilizing the network while sharing expertise among school districts.

Telephone Interconnect
COSER 621.010
The Cooperative Telephone Interconnect service is designed to provide participating school districts a cost-effective, efficient network of voice and data communications. Voice over Internet Protocol (VoIP) is also incorporated to connect districts across the fiber optic (DANC) data lines to take advantage of least cost routing. Each district remains autonomous with respect to main numbers, switchboard operations, and extension numbers. BOCES aid at 50% of local phone costs, VoIP equipment and maintenance.
Although the system acts as one large PBX, each District remains autonomous with respect to main numbers, switchboard operations, and extension numbers. The service is very flexible and allows each District to maintain control of those aspects of the telephone services within their own building.
The Voice Over Internet Protocol (VOIP) service routes phone calls over a data network (generally the same network that your computers use). Schools in the St. Lawrence-Lewis BOCES have an internal data network, a regional data network (DANC), and the internet. Districts may wish to consider VOIP when replacing traditional PBX systems. The BOCES will assist in analyzing factors leading to a district selecting either a VOIP or PBX systems. BOCES aid on equipment.
- 621.020 Phone charges for local calls (must sign up for .010)
- 621.030 Maintenance contracts for VoIP equipment
- 621.040 VoIP telephone equipment purchases
- 621.050 VoIP network support (required for all districts implementing district hosted VoIP)
- 621.050.030 VoIP Hosted Phones – Rather than install a full phone system, districts may host phones on a BOCES System.
